The current approaches to reporting on safety performance do not provide reliable data on the state of safety. The current established approach to safety performance metrics is based on lost time and injury frequency rates. However, such frequency rate data tells us nothing about the state of safety. Such data have no predictive value in relation to future incidents and have been shown to be prone to manipulation.

The DDI-S provides organisations with a predictive measure for safety capacity, enabling boards and leadership to understand if the organisation is meeting its due diligence obligations.

what is the DDI-S?

The (DDI-S) has been developed to provide a metric for Boards and Executives of organisations to understand the presence of safety in their organisation by collecting and reporting on the state of assurance activity being taken at the organisational level.

The DDI-S examines the extent of capacity-building activity being undertaken in terms of reflecting on the investment the organisation has built up in the skills and capability of workers over and above the minimum competencies for their work. That is, the DDI-S provides an index on the extent of resourcing for enablers of safety.

The DDI-S uses as its base, the high-water mark of the legislative obligations placed on officers to exercise due diligence under health and safety laws in jurisdictions such as Australia and New Zealand.

The DDI-S is informed by an approach to health and safety that looks to build the health and safety capacity and resilience of an organisation, founded on engagement and trust with workers. It places people in an organisation at the heart of decision-making and is framed by a philosophy that sees:

  • People as the solution, not the problem;

  • Safety as the presence of positives, not the absence of negatives; and

  • Safety as an ethical responsibility rather than a bureaucratic activity.

Participants will learn the concepts and implementation methods for the DDI-S. Each week focuses on a singular element of the DDI-S, how it is calculated, and how to apply the measurement to their respective organisations.


program structure

The program runs over six weeks and consists of 6 x 60-minute sessions, running on a weekly basis.

  • Acquire & keep up-to-date knowledge of health and safety matters.

  • Understand the nature of the operations of the organisation and generally the hazards and risks associated with those operations.

  • Ensure the organisation has appropriate resources and processes in place to eliminate or minimise risks to health & safety.

  • Consider information regarding incidents, hazards and risks & respond in a timely way to that information.

  • Ensure the organisation has processes in place to comply with all WHS duties and obligations under legislation (i.e. ensure legal compliance).

  • Personally & proactively verify the provision and use of the resources and processes outlined steps 3-5 above.

  • Sidney Dekker (PhD Ohio State University, USA, 1996) is Professor and Director of the Safety Science Innovation Lab at Griffith University in Brisbane, Australia, and Professor at the Faculty of Aerospace Engineering at Delft University in the Netherlands. Sidney has lived and worked in seven countries across four continents and won worldwide acclaim for his groundbreaking work in human factors and safety.

    He coined the term 'Safety Differently' in 2012, which has since turned into a global movement for change. It encourages organisations to declutter their bureaucracy and set people free to make things go well, and to offer compassion, restoration and learning when they don't. An avid pilot of planes large and small, he has been flying the Boeing 737 as an airline pilot on the side.

    Sidney is the bestselling author of, most recently: Foundations of Safety Science; The Safety Anarchist; The End of Heaven; Just Culture; Safety Differently; The Field Guide to Understanding 'Human Error'; Second Victim; Drift into Failure; and Patient Safety. He has directed the documentaries 'Safety Differently,' 2017; 'Just Culture,' 2018, 'The Complexity of Failure,' 2018, and 'Doing Safety Differently,' 2019.   • Kelvin Genn is the Art of Work’s Managing Director. He is a strategic systems thinker with experience in Human Factors and organizational re-engineering. He developed his systems thinking approach working in the Royal Australian Air Force for 10 years. Following this, for 10 years, he led systems and risk management program across Asia Pacific and Europe with Compass Group Plc, the world’s largest support service company with more than 750,000 employees.

    More recently he was working for (SKM) Sinclair Knight Merz as the Global General Manager for Safety and Wellness delivering safety for major project construction in mining, energy and infrastructure.

    As a Board Member for NSW Health, Kelvin has worked as the NSW Health Director for Clinical Quality and Patient Safety. He has also worked with the Australian Commission on Safety and Quality in Health Care to develop the national accreditation system for all health care providers across Australia. He was responsible for shaping the state and national agendas for clinical health care safety and quality through provision of expert advice to the NSW Health Management Board and the NSW Minister of Health.
